ADB Country Director, Mr. Hun Kim, and Chairman IndSTT, Mr. Chandar Verma, ladies and gentlemen. It is our pleasure to welcome you all to the training program sponsored by Asian Development Bank (ADB) on trenchless technologies.
Trenchless technologies are the most efficient, effective and environmentally sound approach to meet the challenges in the development & management of urban subsurface networks. But the success of Trenchless projects depends upon proper project planning and execution by competent professionals. And therefore all trenchless works, after careful planning by qualified and experienced trenchless professionals, should be awarded to the contractors qualifying special conditions of the contract specifically drawn to address the needs of the trenchless works.
These contract conditions must clearly define the technical, commercial, and legal requirements of the project, prequalifying criteria of the contractor, and the role of the third party independent assessors for the supervision and quality assurance. Prequalifying criteria of the contractor should address such technological and financial requirements. It would not be out of place to suggest developing a central database of qualified trenchless service providers appropriately categorized for specific types and size of contract. I am sure, after this training program, participants would take necessary actions collectively with IndSTT in this direction.
Besides these, the third party monitoring of the overall progress as well as supervision, testing and commissioning works by independent consultant is also vitally important. The contract condition should also specify qualifying criteria of these assessors and also define their responsibilities.
We believe that the present training programme for the staffs of the executing agencies implementing Asian Development Bank (ADB) projects will help in gaining knowledge and they will be immensely benefited.
